How Ballarat is growing: the west, the north and the old centre

Ballarat grew out of the 1851 gold rush and still carries the stone and brick of that era around Lydiard Street. Growth since 2010 has been planned mostly to the west under the Ballarat West Growth Area Plan, and the Victorian Planning Authority is now preparing a precinct structure plan for Ballarat North. Older suburbs keep changing through infill units and townhouses.

From goldfield to regional city

Gold was publicised at Ballarat in August 1851 and the Eureka Rebellion followed in December 1854. The wealth of the following decades paid for the Victorian era civic buildings that still define the centre.

The western growth front

The Ballarat West plan provides for about 14,000 homes and up to 40,000 residents. Lucas, Alfredton and Delacombe have filled steadily, and newer stages reach toward Bonshaw, Smythes Creek and Cardigan.

Ballarat North

The Victorian Planning Authority is preparing a precinct structure plan for Ballarat North. Existing overlays, including the Bushfire Management Overlay where it applies, stay in place while that work goes on.

Infill in established streets

Smaller projects such as townhouse and unit developments keep appearing in the older suburbs. PRD noted unit sales holding up while house sales fell in the year to Q2 2026, with a unit median of $445,000.

What growth means for an inspection

New estates bring stage and handover work; infill brings neighbours worried about excavation next door. A dilapidation report before demolition or digging starts gives you a dated record of your own house.
