Pre-Handover (PCI) Inspections in Ballarat

Handover on a new Ballarat home is the last point where the builder still holds your final payment. Our pre-handover inspection, the PCI, goes through the finished house against your contract, the plans and the Guide to Standards and Tolerances 2015, and hands you a numbered list to put in front of the site supervisor.

  • Checked against your contract
  • Numbered list for the supervisor
  • Flashings and roof edges looked at
  • Doors and sashes opened by hand
  • Every finish room by room
  • Reinspection before keys if needed
  • Report the next day
  • Phone call to explain each item

FAQ

Pre-Handover (PCI) Inspections in Ballarat: common questions

When should I book a PCI on a Ballarat build?

As soon as your builder gives you the practical completion date. A week of notice is ideal, so the list reaches the supervisor while trades are still on site.

How is the price of a pre-handover inspection worked out?

By floor area, the number of storeys and whether outbuildings or a separate garage are included. Request a quote online and you will see the figure before you book.

Can I bring the builder's supervisor along?

Yes. Many owners walk the house with the supervisor after we finish, using our list so each item can be agreed on the spot.

Do I have to pay the final claim before the defects are fixed?

Your contract sets the rules. Under Victorian domestic building contracts the final claim falls due at completion, so get a written list of what is unfinished or defective to the builder before that point and keep a copy.

What is not included in a Ballarat pre-handover inspection?

Electrical wiring, switchboards, smoke alarms and power points are left to a licensed electrician. Gas, hot water and heating are not commissioned, nothing is pressure tested, and circuits are not energised. Appliances, concealed framing, the inside of wall cavities, occupancy permit sign-off and anything blocked or locked on the day are also outside the scope.

Is a handover report enough for a VCAT claim?

No. It is written so you and your builder can close out the defects. If an item ends up at the BPC dispute resolution service or VCAT, you need an expert witness report prepared for that purpose.

Can you return once the builder has done the repairs?

Yes. A reinspection before you take the keys confirms which items were fixed and which are still open.
